During the summer of 2003, I requested some information from
the office of the Franklin County Auditor. I received prompt and thorough
responses as follows:

What is the total assessed
property value for all residential/agricultural properties in the Hilliard
City School District? Answer: for the tax collection year of
2002, the value was $1,103,139,930. For 2001, it was $1,059,848,300

What was the total
residential/agricultural property tax paid? 2002: $39,020,104.
2001: $37,599,043.

How many
residential/agricultural parcels are in the HCSD? For 2002,
10,799.
-
What is the total commercial
property tax paid? $16,922,980 in 2002.

Was is the total Personal
Property Tax paid? $15,825,053
-
What is the total tax
collected from commercial sources (including commercial property tax and
Personal Property tax)? $27,050,987.
So:

If $39 million in residential
taxes is collected from 10,799 parcels, the average tax collected per parcel
is about $3,600.

The HCSD
website
quotes the annual per-student spending to be $8,759.
-
The website also quotes the
student population to be 14,529, which suggests at least one student per
parcel.
THIS IS THE PROBLEM: WHEN A NEW
HOUSE IS BUILT, WE MUST EDUCATE ONE OR MORE ADDITIONAL KIDS. BUT THAT HOUSE
GENERATES LESS THAN HALF THE TAXES REQUIRED TO DO SO -- ONLY $3,600. THE STATE KICKS IN
ABOUT $2,500. THAT'S ONLY $6,100 OF THE $8,800 REQUIRED. WHERE DOES THE
OTHER $2,700 COME FROM IF THERE ARE NO NEW BUSINESSES?
